کشمیر پاکستان کی شہ رگ ہے

قائد اعظم محمد علی جناح ؒ نے اپنی وفات سے چند روز قبل یہ فرمایا تھا کہ ”کشمیر سیاسی اور قومی اعتبار سے پاکستان کی شہ رگ ہے۔کوئی خود دار ملک اور قوم یہ برداشت نہیں کر سکتی کہ اپنی شہ رگ کو دشمن کی تلوار کے حوالے کر دے۔“ (کتاب قائد کا پیغام،مرتب سید قاسم محمود صاحب، پاکستان اکیڈمی،6شارع فاطمہ جناح لاہور)3جون 1947ء کے تعمیر بند کے فار مولے کے تحت ریاستوں کی آزادی اور الحاق کے بارے میں جو اصول طے ہو ئے تھے۔اُن سے یہ بات ثابت ہوتی ہے کہ کشمیر کو پاکستان کا حصہ بننا تھا۔ لیکن جب کشمیروں کو حقِ خود اداردیت کا موقع نہیں دیا گیا تو کشمیروں نے اولاً 19جولائی 1947ء کو الحاق پاکستان کی قرار داد منظور کی۔ بعد میں 24اکتوبر 1947ء کو سردار محمد ابراہیم خان کی قیادت میں حکومت کا قیام عمل میں لایا گیا۔ قائد اعظم محمد علی جناحؒ کی ہمشیرہ محترمہ فاطمہ جناح ؒ نے اپنی کتاب ”مائی برادر“ میں بھی قائد اعظم محمد علی جناح کی کشمیر سے وابستگی اور تشویش کے بارے میں جو اشارہ دیاہے۔ اُس سے انداز ہ ہوتا ہے کہ قائد اعظم کشمیر کے بارے میں کس حد تک فکر مند تھے۔ آپ لکھتی ہیں کہ قائد اعظم کے آخری ایام میں ان پر جب غنودگی اور نیم بیہوشی کا دورہ پڑتا۔تو آپ فرماتے تھے کہ کشمیر کا حق ملنا چاہیے۔ انہوں نے آئین اور مہا جرین کے الفاظ استعمال کیے۔ قائد اعظم محمد علی جناح ؒ نے 1926ء میں کشمیر کا دورہ کیا اور وہاں کشمیری رہنماؤں سے ملاقاتیں بھی کیں۔ اُس وقت اگر چہ کشمیر میں تحریک حریت کے خدو خال زیادہ نمایاں نہیں تھے۔ لیکن کشمیری مسلمانوں کی حالت دگر گوں تھی اور انہیں ہندؤں کے مقابلے میں دوسرے تیسرے درجے کا شہری سمجھا جاتا تھا۔ قائد اعظم محمد علی جناح دوسری بار1929ء تیسری بار1936ء اور چوتھی بار 1944ء میں کشمیر گئے۔ جہاں آپ نے نیشنل کانفرنس اور مسلم کانفرنس کے اجلاسوں سے خطاب بھی کیا اور کم وبیش ڈیڑھ ماہ کے لگ بھگ کشمیر میں قیام کیا۔قائد اعظم محمد علی جناح 1946-47میں بھی کشمیر جانا چاہتے تھے۔ لیکن مصروفیت کے باعث نہ جاسکے۔1935ء میں قائد اعظم کے دورہ کشمیر پر ایک عظیم و شان جلسہ سرینگر پتھر مسجد میں منعقد ہوا۔ جون1944ء میں مسلم کانفرنس کا سالانہ جلسہ قائدا عظم محمد علی جناح ؒ کی صدارت میں منعقد ہوا۔ چوہد ری غلام عباس کے سپاسنا مے کے بعد قائد اعظم نے کشمیروں سے خطاب فرمایا۔”جب میں اس جلسے پر نگاہ ڈالتا ہوں تو مجھے خوشی اور یقین ہوتا ہے کہ مسلمان اب جاگ اُٹھے ہیں اور وہ مسلم کانفرنس کے جھنڈے تلے کھڑے ہو گئے ہیں۔ میں ایک مہینہ سے یہاں مقیم ہوں اور اس عرصے میں میرے پاس ہر خیال کے آدمی آئے ہیں۔میں نے دیکھا کہ 99فیصد جو میرے پاس صاف صاف اور کھلے الفاظ میں اعلان کریں کہ ہم مسلمان ہیں۔ عزت کا صرف ایک راستہ ہے۔ وہ ہے اتفاق و اتحاد، ایک پر چم، ایک نصب العین، ایک پلیٹ فارم اگر آپ نے یہ حاصل کر لیا تو آپ یقیناً کامیاب ہوں گے۔مسلم لیگ اور ہماری خدمات،تائید و حمایت آپ کے قدموں پر ہو گی۔1946ء میں جب کانگریس رہنما جموں وکشمیر کے مسلمانوں کو اپنے جال میں پھنسا نے کیلئے سخت کوشش کر رہے تھے تو قائد اعظم محمد علی جناحؒ نے ایک بار پھر جموں و کشمیر کے مسلمانوں کو حالات سے آگاہ کر تے ہوئے اپنی رہنما ئی عطا کی۔ قائد اعظم محمد علی جناح نے فرمایا۔ میں جموں وکشمیر کے مسلمانوں سے اپیل کرتا ہوں کہ وہ اتحاد و
یگا نگت کو بہر کیف بر قرار رکھیں اور چوہد ری غلام عباس کی قیادت اور مسلم کانفرنس کے جھنڈے تلے جمع رہیں۔14اگست 1947ء کو پاکستان تو بن گیا۔ لیکن کشمیر کا مسئلہ لٹک گیا۔ جو آج تک سردمہری کا شکار بنا ہواہے۔ مسئلہ کشمیر کی سرد مہری کی وجو ہات کو جاننا ہوگا کہ آخر لوگ مسئلہ کشمیر پر سردمہری کا شکار کیو ں ہیں؟ وجو ہات کو جانے بغیر اس سرد مہری کا خاتمہ ممکن نہیں۔ تاریخی شواہد کے مطابق 24اکتوبر 1947ء کو آزاد کشمیر حکومت قائم ہوئی۔ بھارت باقی ماندہ کشمیر کو بچانے کیلئے یہ مسئلہ اقوام متحدہ میں لے گیا۔ اقوام متحدہ نے کشمیر میں استعواب رائے کا فیصلہ کیا جسے پاکستان اور ہندو ستان دونوں نے تسلیم کیا۔ آزاد کشمیر حکومت کا اعلان در اصل مقبوضہ کشمیر کے بیس کیمپ کے طور کیا گیا تھا۔ اس ریاست نے ابھی تک چھبیس صدور کا دورانیہ گزارا ہے۔ اور مجموعی طور پر آل جموں کشمیر و کشمیر مسلم کانفرنس نے زیادہ عرصہ اقتدار میں گذارا ہے۔ وقت کے ساتھ ساتھ آزاد کشمیر میں بھی بہت کچھ تبدیل ہو چکا ہے۔ تعلیمی اداروں میں معیاری تعلیم کی دوڑ میں آکسفورڈ اور کیمرج کے نصاب کے چکر میں تاریخ کشمیر کو تقریباً فراموش کر دیا گیا ہے۔ لوگوں کی اکثریت روز گار اورتعلیم کے حصول کیلئے مغربی ممالک کا رخ کرتی ہے۔ سیاست میں داخل ہو نے کیلئے برادری ازم کے علا وہ کوئی دوسرا دروازہ کھلا ہوا نہیں ہے۔ پاکستان کی طرح ہندی فلمیں اور گانے آزاد کشمیر میں مقبولیت عام کا درجہ رکھتے ہیں۔ المختصر یہ کہ جس منطقے کو تحریک آزادی کشمیر کے بیس کیمپ کا درجہ حاصل تھا اب بھی اگر چہ عوام میں مقامی طور پر کشمیر سے جذباتی لگاؤ تو موجود ہے۔ لیکن اس لگاؤ میں وہ پہلے سی گرمی اب نہیں رہی۔ اس سرد مہری کی بنیادی وجہ کچھ درجہ ذیل ہیں مثلاً۔1۔ ہندو ستانی فلموں، ڈراموں کی اور گانوں کی یلغار بلاشبہ ہندوستان کی فلم انڈسٹری دنیا کی موثر ترین فلم انڈسٹری ہے۔کشمیر کے موضوع پر ہندوستان مختلف فلمیں بنا کر رائے عامہ پر اثر انداز ہونے میں کافی حد تک کامیاب ہوا ہے۔ اس کے علا وہ فحش گانے اور لچر موسیقی ویسے بھی انسان سے دینی غیرت ختم کر دیتی ہے۔ ان ساری چیزوں کا اثر بھی عام لوگوں میں دیکھنے میں ملتا ہے۔
2۔ آزاد کشمیر کے تعلیمی اداروں میں مسئلہ کشمیر کی خصوصی اہمیت اور توجہ کا ختم ہونا۔جدید تعلیم کی دو ڑ میں،کشمیر کی تاریخی اقدار، ا ہم مناسبتیں اور نصاب تعلیم میں کشمیریات کا کافی حد تک سکڑ گیا ہے۔ آزاد کشمیر کے نصاب تعلیم کو مکمل طور پر تحریک آزاد کشمیر سے ہم آہنگ رکھنے کی ضرورت ہے۔ 3۔ کشمیر میں جہاں کیمپوں سے مقامی عوام کا متنفر ہونا۔ 4۔پاکستان میں فرقہ وارانہ قتل و غارت۔پاکستان میں ہونے والے فرقہ وارانہ قتل و غارت نے بھی اہل کشمیر پر اثرات مرتب کیے ہیں جیسا کہ ہم جانتے ہیں کہ کشمیر میں لوگوں کی ایک بڑی تعداد آزاد کشمیر اور مقبوضہ کشمیر کے درمیان منقسم ہے۔ جب لوگ پاکستان میں ٹارگٹ کلنگ، خود کش دھماکوں اور قتل و غارت کے واقعات سنتے اور دیکھتے ہیں تو وہ قطعاً یہ نہیں چاہتے کہ ہم اتنی قربانیاں دینے کے بعد ہندوستان کے کھشتریوں کی غلامی سے نکل کر پاکستان کی تکفیریوں کے غلام بن جائیں۔ یہ ایک حقیقت ہے کہ ہر انسان اس لیے قربانی دیتا ہے کہ تاکہ اس کے ہم فکر ہم عقیدہ اور ہم وطن محفوظ رہیں۔ کوئی بھی شخص اس لیے اپنی جان نہیں قربان کرتا کہ اس کے بعد اس کے بچوں کو اسکولوں میں گولیاں مار دی جائیں اور اس کے عزیزوں کے گلے کاٹ دئیے جائیں۔
